USTR notice of Dec 29, 2025 (90 FR 60848): “December 23, 2025: The effective date of the action.”
In a notice published December 29, 2025, USTR determined that China's targeting of the semiconductor industry for dominance is actionable under Section 301 and took tariff action on semiconductors from China, effective December 23, 2025. The action covers 18 listed 8-digit subheadings, including high-purity silicon, doped wafers, diodes, transistors and integrated circuits. The initial rate is 0 percent. The notice states the rate will increase on June 23, 2027, to a rate USTR will announce in a Federal Register notice at least 30 days before that date. The notice says these tariffs would be additional to the existing 50 percent Section 301 tariff on semiconductors from China under the separate technology-transfer investigation.
