Section 232 tariffs on steel, aluminum and their derivatives

In effect (status checked Oct 16, 2026, the last day we checked the Federal Register for later documents).

Proclamation 11032 (91 FR 34085): “I determine that it is necessary and appropriate to modify, as further described below, the tariff regimes for metal products imposed in Proclamation 9704, as amended, Proclamation 9705, as amended, and Proclamation 10962, as amended.”

Section 232 duties began on March 23, 2018: 25% on steel (Proclamation 9705) and 10% on aluminum (Proclamation 9704), with Canada and Mexico exempted. In March 2025 aluminum rose to 25% and country-specific steel arrangements ended; both rose to 50% on June 4, 2025 (Proclamation 10947). From April 6, 2026, Proclamation 11021 applies the duty to the full customs value: 50% for Annex I-A products, 25% for Annex I-B derivatives, lower rates for some UK products and for derivatives made with U.S. metal, and an all-in 15% for Annex III machinery through 2027. Proclamation 11032 added agricultural equipment and residential HVAC to that group and set temporary rates for mobile industrial equipment. Civil aircraft and parts from the UK, the EU, Japan, South Korea and Taiwan, and Taiwan auto parts, are not subject to the metal duties under partner notices.

Legal authority Section 232 of the Trade Expansion Act of 1962 “I concur in the Secretary's finding that steel articles are being imported into the United States in such quantities and under such circumstances as to threaten to impair the national security of the United States” Proclamation 9705

Since April 6, 2026 the duty applies to full customs value; Annex I-B and III goods without metal content are not subject. “the additional ad valorem duty imposed pursuant to section 232 on aluminum articles and aluminum derivative articles … on steel articles and steel derivative articles … shall apply to the full customs value of the imported product” Proclamation 11021
Took effect Mar 23, 2018, 12:01 a.m. eastern daylight time “The modifications to the HTSUS made by the Annex to this proclamation shall be effective with respect to goods entered, or withdrawn from warehouse for consumption, on or after 12:01 a.m. eastern daylight time on March 23, 2018” Proclamation 9705
