Section 232 tariffs on semiconductors (certain advanced computing chips)

In effect (status checked Oct 16, 2026, the last day we checked the Federal Register for later documents).

Proclamation 11002 (91 FR 2443): “This tariff shall be effective … on or after 12:01 a.m. eastern standard time on January 15, 2026, and shall continue in effect, unless such action is expressly reduced, modified, or terminated.”

Proclamation 11002, signed January 14, 2026, imposes a 25% ad valorem duty under Section 232 on certain advanced computing chips and certain derivative products listed in its Annex (Covered Products), effective 12:01 a.m. eastern standard time on January 15, 2026. The duty does not apply to Covered Products imported for listed U.S. uses, including data centers, repairs performed in the United States, research and development, startups and public sector applications. A Covered Product also subject to another Section 232 proclamation pays this proclamation's duties instead of the duties under the other Section 232 proclamation. The proclamation directs Commerce and USTR to pursue negotiations and says the President may consider broader semiconductor tariffs with a tariff offset program depending on those negotiations. It asked the Secretary of Commerce for an update on the data center chip market by July 1, 2026.
